He presented the Board
with information he received from Wildlife Depredation Biologist Bill Bunger regarding the
harvest count for the Buck Incentive Program.
Clive Plan 2012—2017—2027:
Council Member Eric Klein attended the meeting and presented information regarding the Clive
Plan 2012 — 2017 — 2027 Strategic Plan. Mayor Cirksena also spoke with City Manager Dennis
Henderson in attendance as well.
Discuss Buck Incentive Program
The Board had requested additional information regarding the increase in harvest count that
other communities had experienced as they added the Buck Incentive Program to their Urban
Deer Management Program. Urbandale staff noted the Buck Incentive Program was in place
when they assumed the responsibilities for the program and were not aware of the difference in
harvest count. West Des Moines began the Urban Deer Management Program with the Buck
Incentive Program included from the beginning. Bill Bunger from the Iowa Department of
Natural Resources noted that communities will typically see a 50% increase in harvest numbers
with the buck incentive program in place. Staff will consult with legal counsel regarding
revising the ordinance and applying a three-year sunset clause to the revised ordinance and bring
it back to the Board for review at a future meeting.
Special Park Use Permit—Market to Market Relay
Staff received an application for a special park use permit for the Market to Market Relay Iowa
to be held on May 11, 2013. This event is being planned as a long distance relay type of run that
will begin in Jefferson and end in downtown Des Moines. In Clive, runners will be using the
Greenbelt Trail and will have exchange points at Campbell Recreation Area and a private
business in Clive. Organizers will need to obtain permission from the owners of the business for
use of their lot.
