All signified aye, <br /> motion approved <br /> Reed made a motion to approve the consent items, seconded by Crawford All signified aye, <br /> motion approved <br /> Citizens Presentations: <br /> Reed Bermel, West Des Moines resident, has participated in Clive's Urban Deer Management <br /> Program and has been in attendance at previous Park Board meetings. He presented the Board <br /> with information he received from Wildlife Depredation Biologist Bill Bunger regarding the <br /> harvest count for the Buck Incentive Program. <br /> Clive Plan 2012—2017—2027: <br /> Council Member Eric Klein attended the meeting and presented information regarding the Clive <br /> Plan 2012 — 2017 — 2027 Strategic Plan. Mayor Cirksena also spoke with City Manager Dennis <br /> Henderson in attendance as well. <br /> Discuss Buck Incentive Program <br /> The Board had requested additional information regarding the increase in harvest count that <br /> other communities had experienced as they added the Buck Incentive Program to their Urban <br /> Deer Management Program. Urbandale staff noted the Buck Incentive Program was in place <br /> when they assumed the responsibilities for the program and were not aware of the difference in <br /> harvest count. West Des Moines began the Urban Deer Management Program with the Buck <br /> Incentive Program included from the beginning. Bill Bunger from the Iowa Department of <br /> Natural Resources noted that communities will typically see a 50% increase in harvest numbers <br /> with the buck incentive program in place. Staff will consult with legal counsel regarding <br /> revising the ordinance and applying a three-year sunset clause to the revised ordinance and bring <br /> it back to the Board for review at a future meeting. <br /> Special Park Use Permit—Market to Market Relay <br /> Staff received an application for a special park use permit for the Market to Market Relay Iowa <br /> to be held on May 11, 2013. This event is being planned as a long distance relay type of run that <br /> will begin in Jefferson and end in downtown Des Moines. In Clive, runners will be using the <br /> Greenbelt Trail and will have exchange points at Campbell Recreation Area and a private <br /> business in Clive. Organizers will need to obtain permission from the owners of the business for <br /> use of their lot. <br />
