All signified aye, <br /> motion approved <br /> There were no citizen presentations. <br /> Recreation Program Expense/Revenue Policy Discussion <br /> For many years staff has priced recreation programs based upon two main factors. In the fee <br /> schedule each year, the Board has approved the 70% rile, which notes that fees will be <br /> determined based upon a recovery of costs for each program at 70% participation. Staff tries to <br /> incorporate all the costs for programs including planning staff time, administrative staff time and <br /> maintenance staff time. Costs are then compared to the market value of the program and staff <br /> prices the program to what they think the market will bear. The 2009 Comprehensive Plan notes <br /> that we have a very good cost recovery rate. The plan also notes that staff should further define <br /> that cost recovery plan so there is equity in pricing services for taxpayers. The new strategic <br /> plan also notes a need to develop an outcome-based metrics and goals for the department. The <br /> purpose of formalizing this policy is to establish uniform guidelines and cost recovery levels and <br /> goals for recreation programs, events, activities, good and services. Staff provided the Board <br /> with the first draft of the "Recreation Program Cost Recovery Policy" and reviewed the draft <br /> with the Board. Staff will continue refining the draft and will present more information at <br /> January's meeting. <br /> Fee Schedule for 2013 <br /> Staff provided a revised spread sheet that reflects the proposed fee schedule for 2013 and is <br /> seeking the Board's approval to present to Council for final approval. <br /> Crawford made a motion to approve the Fee Schedule with a follow-up of the Cost Recovery <br /> Plan once it is finished, seconded by Ramundt. All signified aye, motion approved <br /> Greenbelt Trail and Park System Review: <br /> As a component of the City Council's Strategic Plan, they have requested that the Board take a <br /> look at the Greenbelt Trail and Park System by reviewing the 2009 Comprehensive Parks, <br /> Recreation and Open Space Plan. A report of completed projects and future capital improvement <br /> projects will be prepared from this review. Staff is requesting that the Board assess and make <br />
