Clive City Council Meeting <br /> Regular Session <br /> May 29, 2014 <br /> The regular meeting of the Clive City Council was held Thursday, May 29, 2014 in the Clive City Hall <br /> Council Chambers. <br /> Mayor Pro Tern Edwards presided and called the meeting to order at 6:00 p.m. The Pledge of <br /> Allegiance was recited. Council members present were: John Edwards, Eric Klein, Michael McCoy and <br /> Ted Weaver. Absent: Susan Judkins, Mayor Cirksena. <br /> Klein moved to approve the agenda, seconded by Weaver. Roll Call: Ayes: Edwards, Klein, McCoy, <br /> Weaver. Nays: None. <br /> Weaver moved to approve the consent items and those Resolutions contained therein, seconded by <br /> Klein. 4a. Minutes dated 5-15-14; 4b. Bill List dated 5-23-14; 4c. Approve Class C Liquor License, <br /> Sunday Sales Application —7 Flags, 2100 NW 100th St; 4d. Approve Class C Liquor License, Outdoor <br /> Service, Sunday Sales Application —Cool Basil, 8737 University; 4e. Approve Class B Wine Permit, <br /> Class C Beer Permit, Class E Liquor License Renewal — Fareway#106, 10151 University Ave; 4f. <br /> Resolution No. 2014-83 certifying charges to the Polk County Treasurer for collection —snow removal <br /> — 10423 Clark St, 1265 NW 78th St; 4g. Approve Pay Request#7—Appleseth Communications LLC— <br /> Town Center Communications—$2,650; 4h. Approve Pay Request#1 —Sternquist Construction Inc— <br /> NW 103rd St/Lincoln Ave PCC Reconstruction Project—$43,206.95; 4i. Approve Purchase— Pickup <br /> and Dump Truck (2 vehicles)— Parks Department—Charles Gabus Ford —$96,056; 4j. Resolution <br /> No. 2014-84 approving contract— professional services—Snyder&Assoc. Inc— 138th & University <br /> Ave Intersection Traffic Review (not to exceed $5000); 4k. Mayoral Appointment to Civil Service <br /> Commission — David Bogaczyk—Term Expires 3/31/18. Roll Call: Ayes: Edwards, Klein, McCoy, <br /> Weaver. Nays: None. Motion carried. <br /> Mayor Pro Tern Edwards announced this was the time and place for a public hearing pertaining to the <br /> Rezoning of Berkshire North (Underberg property). <br /> The City Clerk advised notice of the hearing was published in the Des Moines Register on May 16, <br /> 2014. <br /> No written objections were filed and no oral objections were offered from the audience. <br /> Klein moved to close the public hearing, seconded by Weaver. Roll Call: Ayes: Edwards, Klein, <br /> McCoy, Weaver. Nays: None. Motion carried. <br /> Klein moved that Ordinance No. 990, AN ORDINANCE AMENDING THE CODE OF ORDINANCES <br /> OF THE CITY OF CLIVE, IOWA 2008, BY AMENDING THE OFFICIAL ZONING MAP AND ZONING <br /> DISTRICT BOUNDARIES BY REZONING CERTAIN PROPERTY LOCATED GENEARALLY SOUTH <br /> OF DOUGLAS PARKWAY AND EAST OF ALICES ROAD FROM R-1 (SINGLE FAMILY <br /> RESIDENTIAL DISTRICT) TO R-2 (SINGLE FAMILY AND DUPLEX RESIDENTIAL DISTRICT) <br /> having been considered by the council for the first time, be voted on for passage prior to its final <br /> adoption, seconded by Weaver. Roll Call: Ayes: Edwards, Klein, McCoy, Weaver. Nays: None. <br /> Motion carried. <br /> Klein moved to approve the site plan amendment for 10888 Hickman Road, seconded by Weaver. Roll <br /> Call: Ayes: Edwards, Klein, McCoy, Weaver. Nays: None. Motion carried. <br /> Discussion regarding the Clive Town Center Neighborhood Master Plan (CTC) was led by Dennis <br /> Reynolds, Reynolds Design. Council consensus was to delay consideration of approval until all council <br /> members and Mayor are present. <br /> Council Committee Reports were given. <br />
