MINUTES <br /> CLIVE PARKS AND RECREATION BOARD <br /> Monday, July 6, 2015 <br /> Council Chambers <br /> 1900 NW 114th Street <br /> Present—Bell, Ramundt, Reed, Weiler, Martin (arrived at 5:31 p.m.) <br /> Absent—Crawford, Shetler <br /> In Chairperson Crawford's absence, Vice-Chairperson Reed called the meeting to order at 5:30 p.m. <br /> Bell made a motion to approve the agenda, seconded by Ramundt and Weiler(simultaneously). <br /> Ayes: Bell, Martin, Ramundt, Reed, Weiler. Nays: none. <br /> Weiler made a motion to approve the minutes from May 4, 2015, seconded by Bell. Ayes: Bell, <br /> Martin, Ramundt, Reed, Weiler. Nays: none. <br /> Citizen presentation: None. <br /> Old Business: None, <br /> New Business: <br /> a. Fallen Tree Policy—Approval <br /> A Fallen Tree Policy draft was presented for comment and discussion at the May meeting. <br /> Comments from the Board, along with the input from the Tree Board, City administration and <br /> legal were incorporated into the policy and a revised version was presented to the Board. <br /> Ramundt expressed concern regarding the liability of the property owner and the issue of <br /> how it would be viewed from an insurance company's perspective. Upon review, it was <br /> decided that Director Seaman would bring the policy back to legal counsel for clarification of <br /> liability. The policy will be brought back to the Board at a later date. <br /> Director's Report: <br /> a. Mother/Son Dance—New program was a success. <br /> b. Emerald Ash Borer—Ash trees were treated near City Hall. <br /> c. Campbell Park Beer Sales —Sales are minimal but is a service to patrons. A Dram Shop <br /> policy was taken out by the City. <br /> d. Partnership with Waukee High School—Kassidy Hays interned with the City and worked <br /> on the City's wellness program. <br /> e. Art Along the Trail—City was awarded a Cultural Enrichment Grant in the amount of <br /> $9,000 from Bravo of Greater Des Moines. This will allow for expansion of the exhibit from <br /> six to nine artworks for 2016. <br /> f. Greenbelt Master Plan Groups—Process is well underway with consultants working with <br /> capital groups (business, cultural, educational and financial). Director Seaman distributed to <br /> the Board a draft of the themes that emerged from the focus groups. The next phase is to <br /> get public input. A booth will be set up at the Clive Festival as well as surveying users on the <br /> Greenbelt trail this fall. <br /> g. Flooding of the Greenbelt Slide Show—Staff provided photos of the record flooding of <br /> Walnut Creek and the effect to the City's park and trail system. Board complimented parks' <br /> staff for their hard work due to the flooding. <br /> Budget Update: <br /> Pool pass sales have been down due to cooler weather but swim lessons are doing well. Recreation <br /> Supervisor Harris and Aquatics Supervisor Kiger will be providing a yearly report to the Board at a <br /> future meeting. <br />
