Clive City Council Quarterly Work Session <br />November 3, 2016 <br />The quarterly work session of the Clive City Council was held Thursday, November 3, 2016 in the <br />Clive City Hall Council Chambers. Mayor Cirksena presided and called the meeting to order at 6:00 <br />p.m. Council members present were: John Edwards, Eric Klein, Michael McCoy. Absent: Susan <br />Judkins, Ted Weaver. <br />Councilmember Weaver joined the meeting at 6:01 p.m. <br />Edwards moved, seconded by Klein to approve the agenda. Roll Call: Ayes: Edwards, Klein, McCoy, <br />Weaver. Nays: None. Motion carried. <br />Councilmember Judkins joined the meeting at 6:07 p.m. <br />Todd Smith, representative of Buckeye addressed the Council and responded to questions regarding <br />the secondary containment facility proposed to be built. <br />Edwards moved, seconded by Judkins to approve the 3rd reading of Ordinance No. 1021 — Amending <br />the Code of Ordinances of the City of Clive, Iowa, 2008 by Amending the Official Zoning Map and <br />Zoning. Roll Call: Ayes: Edwards, Judkins, Klein, McCoy, Weaver. Nays: None. Motion carried. <br />Mayor Cirksena declared Ordinance No. 1021 to be enacted. <br />Edwards moved, seconded by Judkins to direct the Community Development Department to issue a <br />certificate of occupancy for the building permit recently issued for the bio -diesel blending facility on the <br />Buckeye property following final inspection by staff verifying completion of the improvements in <br />accordance with the approved plans and City codes. Roll Call: Ayes: Edwards, Judkins, Klein, McCoy, <br />Weaver. Nays: None. Motion carried. <br />Discussion was held between Council and staff regarding the 2016-2017 Strategic Plan Update, the <br />Proposed 2017-2021 Capital Improvements Program, City Stormwater Plan and Strategy and the <br />2009B and 2013A Excess Bond Proceeds Direction. <br />Consensus of Council is to move forward as proposed with regard to the City Manager's <br />recommendation for the 2009B and 2013A excess bond proceeds as follows: <br />2009B — Use remaining $70,000 to fund a portion of the $120,000 Police Department Deferred <br />Maintenance Project <br />2013A — Amend bond resolution to allow for the re -appropriation of funds from Animal Shelter Bond <br />Proceeds ($420,000) for the following projects: <br />Parks Maintenance Facility Addition $300,000 <br />Balance of Police Department Deferred Maintenance Project $50,000 <br />Linnan Park Updates and Deferred Maintenance Project $70,000 <br />The work session was adjourned at 8:14 p.m. <br />Scott Cirksena, Mayor <br />
