<br />MINUTES <br />CLIVE PARKS AND RECREATION BOARD <br />Monday, November 5, 2007 <br />COUNCIL CHAMBERS <br />th <br />1900 NW 114 STREET <br /> <br /> <br />Chairman Lancaster called the meeting to order at 5:30 p.m. <br /> <br /> <br />Present – <br />Easler, Lancaster, Otte, Wenman, Wisnieski <br /> <br /> <br />Absent – <br />Crawford, Lorenzen <br /> <br /> <br />There were no citizen presentations. <br /> <br />Capital Improvement Plan – <br />Staff presented the five year plan schedule emphasizing major projects. <br /> <br />Easler made a motion to approve the Capital Improvement Plan. The motion was seconded <br /> <br />by Otte. All signified aye, motion approved. <br /> <br />2008-2009 Budget Proposal- <br />Staff summarized the budget proposal spreadsheets covering estimated revenues and expenses. <br />The Board inquired about adding issues to the budget including funds for more trail <br />safety/police presence and additional park crew personnel. Staff will bring the updated budget <br />back for review in December. <br /> <br />Lion’s Club Memorial Plaque- <br />Currently the club has four memorial plaques placed on rocks at Campbell Recreation Area. <br />The Lion’s Club is requesting to remove those plaques and consolidate names onto one plaque <br />to be placed in the Lion’s Park Gazebo. An enclosure would be built to protect the new plaque <br />from elements and possible vandalism. <br /> <br />Wisnieski moved to approve placement of the plaque at Lion’s Park, subject to approval of <br />the exact text. The motion was seconded by Easler. All signified aye, motion approved. <br /> <br />Board Bylaws- <br />Staff stated that a review of the bylaws would be beneficial since they were written several <br />years ago. Discussion took place suggesting new sub-committees be formed to represent <br />current issues. The board asked for time to read through the bylaws and to resume discussion <br />at a future meeting. <br /> <br />Fees and Rates for Programs and Services- <br />Staff shared the current fee schedule for the board’s review and input. Changes and approval <br />will be discussed at next month’s meeting. <br /> <br /> <br /> <br />
