RESOLUTION NO. 19 -9' <br /> R E S O L U T I O N <br /> WHEREAS, the 28E Agreement that established the Des Moines Area <br /> Transportation Committee requires that: <br /> The Unified Planning Work Program, the annual budget, any allo- <br /> cation formula for Federal transportation grant funds, must be sub <br /> mitted on an annual basis to the member governments and must be ap- <br /> proved by resolution of the governing bodies of at least a majority <br /> of the member governments. Thereafter, during the ensuing budget year <br /> the Des Moines Area Transportation Committee may amend the Unified <br /> Planning Work Program, the annual budget, and any allocation formula <br /> for Federal transportation planning funds, as long as the work activity <br /> objectives remain the same, the total annual budgeted amount remains <br /> the same, and the local assessments remain the same; and <br /> WHEREAS, the above referenced amendment and approval process is <br /> found to cause unnecessary delays and paperwork; and <br /> WHEREAS, a simpler process may be used to approve minor amends; <br /> and <br /> WHEREAS, a more flexible process is required to facilitate the <br /> processing of Federal application funds. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br /> of Clive that Article III, Section 3C of the 28E Agreement is amended <br /> to read as follows: <br /> The Transportation Planning Work Program, the annual budget, and <br /> any allocation formula for Federal transportation grant funds, must be <br /> resubmitted on an annual basis to the member governments and must be <br /> approved by resolution of the governing bodies of at least a majority <br /> of the member governments. The Work Program to be submitted for approval <br /> shall be based upon federal allocations devined by the Iowa Department <br /> of Transportation and Urban Mass Transportation Administration prior to <br /> any application for federal funds. <br /> In the event there is a change in federal allocations and provided <br /> that the total local assessments remain unchanged, the Transportation <br /> Planning Committee may make any amendments to the Work Progarm necessary <br /> to enable the Commitee to make grant applications. The Des Moines Area <br /> Transportation Committee shall submit the amended Work Program to the <br /> Iowa Department of Transportation and Urban Mass Transportation Adminis- <br /> tration as part of grant application process. Such amendment to the <br /> Work Program shall thereafter be submitted to the member governments for <br /> approval by at least a majority of the member governments. <br /> During the ensuing budget year, the Des Moines Area Transportation <br /> Committee, may for administrative purposes, amend the Work Program, the <br /> annual budget, and any allocation formula for Federal transportation <br /> planning funds as long as the total budget does not increase or decrease <br /> by more than ten (10) percent and the local assessments remain the same. <br />
